CIVIL SOCIETY CALLS FOR INDUCTION AND CAPACITY BUILDING FOR LOCAL GOVERNMENT LEADERS

The Civil Society Originations have called for early induction of new leaders and capacity building for staffs at districts in West Nile to improve service delivery and performance of budget.

This recommendation is contained in a position paper jointly developed by Civil Society Budget Advocacy Group (CSBAG) and West Nile Civil Society Network (WECISNET).

While presenting this position paper during the Local Government Regional Budget Consultative Workshop in Arua, WECISNET Chief Executive Officer, Feni Twaib, noted that, induction and capacity building for the leaders and staffs at districts will enable them to perform duties as required.

“But also for them to understand how business is done in council. If we want to eliminate conflicts between technocrats and politicians, this is very critical, if you want them to do the right thing such that they understand what they are doing, we need to do this in time” he explained.

The Civil Society Organizations also asked government to prioritize funding to enhance capacity of district staffs to create impact on performance in all sectors.
Yumbe District Chief Administrative Officer, Moses Chuna, stated that capacity building programs should be at all levels of Local Government to improve service delivery from grassroots.

“The capacity of Parish Chiefs requires to be lifted, especially in ICT, we need to do a lot and then taking care of them to be able to capture data. If we want information from parishes, then we also have to equip and build capacity of the Parish Chiefs” CAO noted.

However, Minister of State for Northern Uganda, Dr. Kenneth Omona, advice Local Governments and Central Government on working together to address challenges that intern leads to improve service delivery.

“When we all work together, you in Local Government and those in central government, I think we can serve our country very well. I have seen here you don’t lack the knowledge and information, what the challenge is how to do things together” the minister advised.

The position order paper developed by Civil Society Organisations indicates that several districts in West Nile did not conduct induction for new leaders, especially elected leaders, while others delayed to carry the induction exercise and capacity building for staffs.
